The Philippine Armed Forces Capacity for United Nations Peacekeeping Operations

Abstract

The Philippine commitment to the United Nations' call for participation of member states in conflict resolution and maintaining international peace and security is largely dependent on the ability of the Armed Forces of the Philippines (AFP) to send a suitable contingent for that undertaking. The latest Philippine government reaffirmation of commitment to such a call has placed the AFP in conflict with the policy established by other priorities set in the Philippine Defense Department's developmental and transformation program. This paper discusses the United Nations' role in conflict resolution and maintaining peace and security in the newly emerging international environment, the relevance of Philippine participation in United Nations crisis and conflict resolution, and the Philippine commitment to maintaining peace and security in the context of peacekeeping operations. The paper also provides an analysis of the current capability of the AFP vis-a-vis its commitment to the United Nations' efforts, and recommendations to enhance the AFP's capacity to respond to the United Nations' call for international intervention.
