Review of the Effectiveness of the Provincial Reconstruction Team Program in Iraq

Abstract

The Provincial Reconstruction Team (PRT) Program for Iraq is a U.S.-led, civil-military effort to help Iraq's provincial and local governments govern effectively and deliver essential services. The PRT Program provides integrated and multidisciplinary teams of U.S. and coalition civilian and military personnel to teach, coach, and mentor provincial and local government officials in core competencies of governance and economic development. This report examines the PRT program and provinces in Iraq across five selected areas of program emphasis: 1. assisting Iraq's provincial and local governments in developing a transparent and sustained capability to govern 2. promoting increased security and rule of law 3. advancing economic development 4. providing the provincial administration necessary to meet the basic needs of the population and 5. promoting reconciliation and shaping the political environment. This report provides some generalizations across each area of emphasis and also provides an assessment of progress across the country.
