The Cost of Iraq, Afghanistan, and Other Global War on Terror Operations Since 9/11
Abstract
With enactment of the FY2007 suppl 2007 supplemental on May emental 25, 2007, Cong Congress has ress approved a total of about $610 billion fo for military r operations, b base security security, reconstruction, foreig foreign aid, embassy costs, and veterans health care for the three operations initiated since the 9/11 attacks: Operation Enduring Freedom (OEF) Afghanistan and other counter terror ope anistan operatio rations; Operation Noble Eag ; Eagle (ONE), e providing enha nhanc nced se security rity at milita military ry ba base ses; a s; and Ope nd Operation I tion Iraqi F i Freedom (OI dom OIF). ). The $611 billion total covers all wa war- r-related appropriations from F d FY2001 2001 throug through the May h 25, 2007, enactment of the F FY2007 Supplemental (H.R. 2007 2206/P.L L.110-28) including .110-both funds in supplementals and upplementals re regular appropriations lar acts for DOD, State Department/AI AID, and , VA Medical costs. For FY2007, funds for Iraq and Afg aq Afghanistan were appropria anistan appropriated in the FY2007 Sup ted Supplemental, DOD s lemental, FY2007 Appropriations (H.R. 5631/P 2007 P.L.109- .109-289), and the Year-L Long ong Continuing Resolution (H.J J.Res 20/P.L .L.110-5). .110-Of the $610 billion appropriated thus fa far, r, CRS estimates that I Iraq will receive aq about $450 billion (74%), OEF about $127 billi billion (21%), and enhanced base security on about $28 billion (5%), with about $5 billion that CRS cannot allocate (1%). Of this total funding funding, 93% of the funds is , for DOD, 7% for foreig foreign aid prog n programs and rams embassy operations, and less than 1% for medical care for veterans. For DOD, war appropriations r rose steeply in FY2007. DOD received $165.8 billion for war costs in F FY2007 more than 2007 40% more than the previous y year and ear 50% more than OMB estimated last summer.
