The Indonesian Imperative

Abstract

The United States must improve relations with Indonesia because of Indonesia's improving democratic institutions, growing political power in Eastern Asia, strategic location, and market potential, and because it is has the largest Muslim population of all the world's nations. This Strategy Research Project (SRP) describes the benefits of the National Guard's State Partnership Program (SPP). It then examines Indonesia's role as a critical U.S. strategic partner and identifies risks if relations with Indonesia are not improved. It shows how the Hawaii National Guard's SPP can effectively augment current programs of the U.S. Agency for International Development (USAID) and the Pacific Command's Theater Security initiatives. It then proposes to expand the SPP through the addition of authorization and appropriate funding for the state-to-state component of the SPP, along with a discussion of arguments against improving the SPP. This SRP concludes with recommendations to strengthen SPPs.
