Outcome, Cost, and Oversight of Electricity-Sector Reconstruction Contract With Perini Corporation

Abstract

On March 24, 2008, Mr. Paul Converse, an auditor serving with the Special Inspector General for Iraq Reconstruction and a member of the audit team responsible for this report died of wounds sustained in Baghdad, Iraq, while performing his official duties. Paul provided excellent support to the research and writing that went into the produciton of this audit. This report is issued in his memory and with gratitude for his outstanding service to SIGIR.
