The paper focuses on conflicts that result in the removal of an existing regime and the establishment of a new government. The author describes the characteristics of stability operations, how they are conducted, and how they are successfully concluded. He includes an examination of the roles and interrelationships of the military, civil authorities, nongovernmental organizations, and international actors.
