Abstract
This issue of Defense AT&L begins with an interview with R. Paul Ryan, Administrator of the Defense Technical Information Center (DTIC). DTIC collects and distributes information to the defense community and the public, and supports hundreds of DoD web sites. The DTIC Administrator explains how increasing digitization has affected and will continue to affect operations at DTIC. "America's Imprudent and Unsustainable Fiscal Path," by David Walker -- The U.S. Comptroller General warns that current fiscal policies have the nation on a dangerous downward slope. He challenges government to wake up and take action or risk "mortgaging our kids' and grandkids' futures." "The V-22 Program, by Jeanette Aley -- V-22 Obsolescence Management Team proactively manages and mitigates obsolescence problems in the weapon system to increase operational capabilities, reduce total ownership cost, and reduce the effects of diminishing manufacturing sources and materiel shortages. "F-14 Program Builds Business Bridge to Poland," by Chuck Wagner -- Polish aerospace company PZL's construction of the transmitter bay access panel on the F-14 Tomcat's fuselage is the first time the U.S. Navy has acquired a major aircraft part from a former East Block country. "Buying American: The Berry Amendment," by Jan Ferguson -- The Berry Amendment to the Buy American Act is relatively unfamiliar and often violated. Acquisition professionals must stay current on policy changes and comply with laws that benefit American business and the warfighter. "Project Management and the Law of Unintended Consequences," by Wayne Turk -- Any decision or action has unintended results, the latter of which could have serious consequences. Good risk management practices will safeguard a project from undesirable unforeseen consequences. "Designing Naval Automation," by Anthony J. Seman, II -- Engineers from the government, industry, and academia work as a team in developing a wireless network prototype for Navy ships.
