Abstract

The first article in this issue of Defense AT&L is an interview with Kenneth J. Krieg, Under Secretary of Defense for AT&L -- The USD(AT&L) brings a business perspective to the job, emphasizing that focus on the customer is always the priority. "Leadership and Systems Thinking," by Col. George E. Reed, USA -- The contemporary operating environment calls for different ways of thinking about problems and organizations. The concepts of systems thinking provide the basis of a framework to be understood and applied by acquisition community leaders. "The Process Trap," by Wayne Turk -- Standards and processes set the structure, framework, and baseline for a project, but balance and common sense are key if the project manager is to be master of, not slave to, process. "Coordinative Acquisition Strategies," by Joseph P. Avery -- Coordinative acquisition facilitates fast development and fielding of a product, often without formal requirements, budget, or personnel. "Technology Scouting," by Mark T. Dertzbaugh -- The S&T community plays an important role within acquisition, yet most of the work the labs do doesn't make it into the hands of the warfighter. We must find transformational approaches for managing science investments to secure the future of the DoD S&T community. "Intragovernmental Transactions," by Herbert Kaskoff, et al. -- Intragovernmental transactions present tracking and accounting challenges. The Business Transformation Agency addresses the challenges to improve warfighter support and financial accountability across DoD. "FIST, Part 5," by Maj. Dan Ward, et al. -- The authors look at Tiny, the final piece of the FIST approach to acquisition. "Developing a Competency-Based Organization," by Regan H. Campbell -- Can the Navy's uniformed human capital process be applied to the civilian workforce of a large organization? Yes, and the transition could be easier than transitioning the uniformed Services to competency-based organizations.
