CrossTalk: The Journal of Defense Software Engineering. Volume 18, Number 9

Abstract

The first section of this issue presents the top five Department of Defense Program Awards for 2004. These programs were chosen for their excellence and success at using well-defined and proven processes to develop, manage, and integrate software into deliverable systems. The programs are as follows: "Lightweight Handheld Mortar Ballistic Computer," by Mike Patriarca and Mark Zhelesnik; "U.S. Marines -- First Into Battle and First with a Unique Pay and Personnel System," by Jimmy W. Selph; "A NIFTI Solution to Far-Field Antenna Transformations," by Windie Borodin and Danielle King; "SmartCam3D Provides New Levels of Situation Awareness," by Frank Delgado, Mike Abernathy, and Janis White; "WARSIM Enters the Scene in Army Training," by Ed Payne and Col. Kevin Dietrick. The second section of this issue contains four articles. "The Myth of the Best Practices Silver Bullet," by Michael W. Evans, Corinne Segura, and Frank Doherty -- These authors provide sample best practices along with implementation considerations that provide realistic outcomes in acquiring, producing, or upgrading software-intensive projects. "Measure Like a Fighter Pilot," by Joe H. Lindley -- When the late Col. John Boyd developed the Observe, Orient, Decide, and Act Loop as a strategy for air combat and warfare, he probably never guessed it would benefit the measurement and analysis process. "Applying Functional TSP to a Maintenance Project," by Ellen George and Dr. Steve Janiszewski -- This article dispels the myth that the Personal Software Process and Team Software Process only work for new code development by showing how one organization successfully adapted to plan and manage a maintenance project. "Tying Project Measures to Performance Incentives," by David P. Quinn -- This author presents valuable insight on the pitfalls of tying project measures to incentives and, instead, proposes how project performance measures can be a contributor to recognizing outstanding performance.
