The Next Step to Creating a More Efficient Form of Paperless Contracting

Abstract

The purpose of this project is to explore the early years of paper-based procurement and chart the progression to paperless contracting. This will be followed by the Department of Defense's next step to further improve procurement software and user interfaces. This will be contrasted against the Army's further refinement of their enterprise system that only removes the paper from an otherwise archaic procurement system. The author, a contracting officer whose background includes programming, business administration, management information systems, geographic information systems, and systems design, will explore the future of possible procurement solutions. This will include web-based enterprise architecture and the user interface.
