Phased Insurgency Theory: Ramadi

Abstract

A critical analysis of the Ramadi-Al Anbar model provides insight into the phases of insurgency relative to how these phases affect the counterinsurgent's operational design in the forms of defining the metrics for progress, designing a campaign to win and hold popular support, creating security, establishing effective popular government, and developing realistic expectations of time in relation to endstate.
