The Naval Postgraduate School was contracted by OPNAV N3/N5 to define identify and help to fill gaps in the MDA capability, especially with respect to MDA Spiral 1 systems. This status report presents: (1) The sources and methods we used to identify the current ("as is") concerns and processes of a sample of organizations that execute Maritime Domain Awareness (MDA) activities. (2) The products of that study: a list of issues of concern to MDA stakeholders, and a set of MDA workflow diagrams. (3) Initial recommendations to enhance MDA capability given likely impact of Spiral 1 technologies on the current processes.
