Abstract

The ICMA (International City/County Management) is a professional and educational association for more than 8,000 chief appointed administrators and other local government professionals. Its mission is to create excellence in local governance. These viewgraphs focus on land use powers and processes. They stress the pivotal roles of state and local governments and highlight strategies and tools for collaborating on land use encroachment. Encroachment observations include multiple stakeholders competing for regional natural resources (air, land, and water). Sprawl is the common threat. Battleground is regional growth and local land development processes.
