Enhancing Stewardship Over Weapon System Investments

Abstract

The military needs to change its procurement of new weapon systems. Problems in mega systems produce a much greater fiscal impact. As one example, new estimates for the Future Combat Systems (FCS) program now range between $203 to $234 billion -- significantly above the earlier estimate of $163.7 billion. When program cost blossom above original costs estimates, one impact is a reduction in buying power for the military. The briefer goes on to discuss three areas where change is needed -- decision making, support and accountability.
