Capabilities Assessment & Privatization of Defense Acquisition. Panel 14

Abstract

Panel agrees that defense budgets are going to fall and that current capacities can not be sustained. The coming shortfalls can not be met by improved management alone, although improved management ought to be pursued for its own sake. Big changes in force structure, operations, etc. are needed to meet future contingencies. The panel then looks at how national defense acquisition and resource management can be reformed to meet the coming challenges.
