The briefing starts with review of an earlier concept of a DoD simulation-based procurement system that would allow extensive re-use within phases and across acquisition programs; it is a vision DoD has yet to realize. It looks then at barriers to implementation of such a system. The briefing asks and answers the question, "Where does simulation based acquisition make sense?"
