Changing Homeland Security: The Year in Review - 2008

Abstract

Barack Obama's election portends changes in homeland security and in the Department of Homeland Security. The changes might be foundational for example separating FEMA from DHS or they may emerge from the muddle of disjointed incrementalism. Homeland security was not an important issue during the campaign. This and other evidence suggests homeland security has become a second-tier policy issue, more important to a small group of bureaucrats, elected officials, corporations and scholars than to the electorate. One respondent said the public will not pay attention "until we bleed again."
