US Policy Options Mitigating Venezuelan Sponsored Security Challenges

Abstract

Chavez's Bolivarian foreign policy seeks to establish Venezuela as an international heavyweight through a strategy designed to thwart U.S. influence in the global arena, particularly in the Western Hemisphere. Accordingly, Chavez is attempting to establish or renew relationships with China, Iran, and Russia and to expand oil markets and trade, to include nuclear technology. Venezuela also has entered into contentious relations with neighboring countries. These actions and policies may destabilize South and Central America. This paper reviews Venezuelan policies that threaten regional stability and assess their potential. It analyzes Venezuelan linkages and strategies with regional and international players. Finally, it proposes U.S. policy options for mitigating Venezuelan security challenges.
