Using Metrics to Measure Contractor Performance

Abstract

This project examines the use of metrics as a means to measure contractor performance. It also is designed to supplement the research being done on the "Characteristics of Good Metrics for Performance-Based Logistics (PBL)," by Professor Ken Doerr, Professor Ira Lewis, and Admiral Donald R. Eaton. The research questions are as follows: (1) What is the regulatory foundation for the use of metrics to measure performance?; (2) Is there a difference between contracting for supplies/equipment and contracting for services?; (3) Is there a difference between the metrics used to evaluate contractor performance for delivering supplies/equipment versus services?; and (4) Is there a difference in the type of metrics valued by the User, PMO, PCO, and ACO/COR?
