Transition from Combat to Stability Operations: Unity of Effort

Abstract

This research project examines how unity of effort effects the transition from combat to stability and reconstruction operations in campaigning. This research will first define unity of effort through an analysis of Joint and U.S. Army doctrine. Next, the project will review key guidance and document provided by senior leaders across the USG to include the President, Department of State, and Department of Defense to determine how the interagency has envisions achieving unity of effort. Finally, this work will use a "harmonization framework" to examine unity of effort during the recent transition process in Iraq by exploring the actions and challenges faced during the planning and execution of Iraq's reconstruction. The research project concludes by answering the question of how United States Government improves its effectiveness in the transition from combat to stability and reconstruction operations through improving overall interagency unity of effort.
