Challenges in Relations between Russia and Ukraine over the Next 10 Years

Abstract

The current relationship between Russia and the Ukraine is the worst it has been since the breakup of the Soviet Union in 1991. On one hand is the Russian totalitarian regime, and on the other hand is the young Ukrainian democracy. This Strategy Research Project analyzes the relationship between Russia and the Ukraine to find the best strategy for the Ukraine to use in coping with Russia's increasingly assertive foreign policy. The main root of totalitarianism is communism, and a new communist regime has arisen in Russia. Russian totalitarianism prevents democratic nations from resolving the problems that are of greatest strategic importance today, and it also prevents nations' transition to democracy. Totalitarian Russia will interfere in any way it can to undermine the goals of democratic nations. A strong democracy in the Ukraine could exert considerable influence on Russia. This dynamic could lead to democratic change in Russia's center of power. This paper presents recommendations for strengthening democracy in the Ukraine and moving Russia toward a more democratic form of government.
