Risk-Based Explosives Safety Criteria Overview

Abstract

The Risk Based Explosives Safety Criteria (RBESC) Working Group (Team) was chartered in the summer of 1997 to define the feasibility and plan of action for adopting risk-based criteria for explosives safety within the Department of Defense. (DoD). The team was sponsored by the four services and the DoD Explosives Safety Board (DDESB). This paper provides an overview of the background, merits and implementation plan for risk-based standards. Risk based safety criteria are gaining wider acceptance within the U.S. safety community. In 1997, a formal set of standards was adopted by the National Range Commanders Council.
