Fulfillment of Urgent Operational Needs. Report of the Defense Science Board Task Force

Abstract

This report provides an overview of current procedures to generate, validate, and fulfill urgent operational requirements, both through Service and joint processes. It also describes the oversight of the execution, performance, and transition of the need process and addresses the challenges of responding to urgent needs in an effective and efficient way. The task force found that all of DOD's needs cannot be met by the same acquisition process. Current approaches to implementing rapid responses to urgent needs are not sustainable. An integrated triage approach is required. The report cites a number of institutional barriers to rapid fielding of proven technologies. To address these concerns, the task force recommends formalizing a dual acquisition path by standing up a new organization and funding stream dedicated to rapid acquisition and fielding. The task force outlines a streamlined, integrated approach to institutionalize their recommendations.
