Abstract
This report describes sample design, sample selection, weighting, and variance estimation procedures for the 2008 Post-Election Voting Survey of Overseas Citizens. The first section of this report describes the design and selection of sample. The second section provides information on weighting and variance estimation. The final section describes the calculation of response rates, location rates, and completion rates for the full sample and for population subgroups.
