Abstract

Project Horizon brings together all elements of the United States Government (USG) to conduct long-term, interagency strategic planning. The purpose of the project is to develop realistic interagency strategies and identify capabilities in which the government should invest in order to prepare for the unforeseen threats and opportunities that will face the nation during the next 20 years.
