Quantity-Distance Criteria for Small Net Explosives Quantities

Abstract

The North Atlantic Treaty Organisation (NATO) document AASTP1, "Safety Principles for the Storage of Military Ammunition and Explosives" does not provide quantity-distance criteria guidance for net explosive quantities (NEQ) less than 5OO kilograms -sitings are based on a minimum NEQ of 5OO kilograms. NATO AC258 (Group of Experts on the Safety Aspects of Transportation and Storage of Military Ammunition and Explosives) have held a series of workshops to address this issue. The results of the workshops are presented against the background of the various approaches used by members of the international community. Current international initiatives in generating test data to support improved modeling of small quantity effects and thus more realistic quantity-distance relationships are discussed. In particular a joint Australia/UK programme of trials to measure the response of brick wall/concrete roof buildings to internal blast loading is described.
