Briefing on Air Force's Response on Fee-For-Service Aerial Refueling

Abstract

Section 1081 of the National Defense Authorization Act for Fiscal Year 2008 calls for the Secretary of the Air Force to conduct a pilot program to assess the feasibility and advisability of utilizing commercial fee-for-service air refueling tanker aircraft for Air Force operations.1 In response to your May 2009 letter to the Secretary of the Air Force requesting an update on the status of this pilot program, the Air Force submitted the Status of the Pilot Program on Commercial Fee-For-Service Air Refueling Support for the Air Force on August 7, 2009. This letter formally transmits the enclosed briefing in response to your May 2009 request requiring GAO to provide the Subcommittee an assessment of the information in the Air Force update and any recommendations regarding the fee-for-service air refueling pilot program that may be appropriate. The full briefing, including our scope and methodology, is reprinted as Enclosure 1. As part of our quality assurance protocol, we obtained comments on the briefing from DOD and incorporated those comments as appropriate.
