Abstract
This project assessment was originally initiated to support the Special Inspector General for Iraq Reconstruction's focused financial review of work performed by Parsons Delaware Incorporated (SIGIR Audit Number 8006, "Outcome, Cost, and Oversight of the Security and Justice Contract with Parsons Delaware, Inc."). One of Parsons' projects was the Kahn Bani Sa'ad Correctional Facility, a $40 million effort that the U.S. government ultimately terminated for default on the part of Parsons in June 2006. When the project was terminated, Parsons had only partially completed the facility; subsequently, the U.S. government awarded three successive contracts to complete the work. In June 2007, however, citing security issues, the U. S. government terminated all remaining work on the project and left more than $1.2 million in materials at the site. SIGIR visited the Kahn Bani Sa'ad Correctional Facility project site to verify the current status and the condition of the material. The assessment reviewed the original work of Parsons and the work of the three additional contracts awarded to continue construction of the correctional facility--including rehabilitating the Kahn Bani Sa'ad electrical substation and installing an underground cable feeder line.
