Abstract

The new concept of "national intelligence: codified by the Intelligence Reform and Terrorism Prevention Act passed by Congress in 2004 has its origins in the tragedy of September 11, 2001 and President Bush's National Security Strategy of the United States of America. The President signed the new law with the expectation that "our vast intelligence enterprise will become more unified, coordinated, and effective."
