2008 Post-Election Voting Survey of Federal Civilians Overseas: Administration, Datasets and Codebook

Abstract

The 2008 Post-Election Voting Survey of Federal Civilians Overseas (2008 FCO) was conducted from October 15, 2008 to January 8, 2009. The 2008 FCO Web and paper survey was designed to capture the attitudes and behaviors of Federal civilians overseas on the Federal Voting Assistance Program and the voting process. This report documents the procedures used to develop the instrument, design the sample, conduct the survey, process the data and prepare analysis weights. Along with the survey instrument and communications to the sample members (Appendices A, B, and C, respectively), the methods section is the documentation of how the survey was conducted. DMDC (2009a) provides details on sampling and weighting. Tabulated results of the survey are reported by DMDC (2009b). Following the summary of the survey methodology is a description of the survey analysis file layout and key variables. Appendices D-J address key concepts required for the analysis of complex survey data and the structure of records in the survey analysis files are introduced in this section.
