Abstract
Under the rubric of biotechnology lies a complex, multi-disciplinary technological effort utilizing living organisms or biological substances to produce value-added products or processes. From the life sciences to many other scientific and engineering fields, biotechnology has grown into "green" agricultural, "red" biomedical, and "white" industrial and environmental applications, leveraging the discovery of DNA molecular structure to create the modern biotechnology industry. The United States enjoys a distinct competitive advantage in both biotechnology research and development and market share. To maintain that position, national policies should facilitate research, foster technological innovation, stimulate education, and promote the economic underpinnings of this industry.
