New Weapons Technologies: Implications for Defense Policy

Abstract

Both the Soviet Union and the United States have invested heavily in new weapons technologies over the past few decades. Successes in component miniaturization, computer electronics, nuclear fusion, small engine design, high energy/heavy hydrocarbon fuels, guidance technologies, and a host of other areas have combined to mark the rapid pace of technological advance. An understanding of the impact of these new technologies and their capabilities and limitations is essential if a balance is to be maintained in the military force postures of East and West which guarantees the long-term security of the nations of the Atlantic alliance. With that in the mind, let me focus on several prominent technologies and explore some of their potential implications.
