Refining the Advocacy of Human Rights

Abstract

A year into the Reagan presidency, the issue of human rights clearly has receded from the prominent position that it commanded during the Carter Administration. Its place in the making of foreign policy, however, still remains a subject of public debate. Against a background of recent US experience, this article will examine how the United States might refine human rights advocacy to make it a more effective instrument of foreign policy.
