Challenges Faced in Carrying Out Iraq Relief and Reconstruction Fund Activities

Abstract

The objectives of this audit were to determine (1) the effectiveness of US agencies in carrying out plans for Iraq reconstruction activities, and (2) to identify the reasons, if any, for changes in the plans. Although significant progress has been made in developing Iraq's infrastructure, the United States will not complete all of the projects it originally planned to construct through its Iraq Relief and Reconstruction program.
