Administration of Iraq Relief and Reconstruction Fund Contract Files

Abstract

The audit objective was to evaluate whether contracts awarded by the Project and Contracting Office (PCO) for Iraq relief and reconstruction efforts contain adequately prepared statements of work, clearly negotiated contract terms and specific contract deliverables. The audit included an evaluation of the administrative processes and controls related to contract execution, distribution, reporting and disposition of files by the PCO for reconstruction projects in Iraq.
