Abstract

OBJECTIVES: (1) To what extent has DOD established policies or guidance regarding the obligation of funds in the fourth quarter of the fiscal year? (2) To what extent has DOD incurred obligations in the fourth quarter of fiscal years 2006-09 for both 1-year and multi-year appropriations? (3) To what extent has DOD incurred contract obligations in the fourth quarter of a fiscal year as compared with obligations incurred in the previous three quarters, and to what extent are those fourth quarter obligations incurred for competitive contracts?
