The Major Causes of Cost Growth in Defense Acquisition, Volume II: Main Body

Abstract

This study examined major causes of Defense acquisition cost growth by in-depth investigation of cost growth for 11 key Major Defense Acquisition Programs. The programs were: Amphibious Transport Dock (LPD-17), Armed Reconnaissance Helicopter, Expeditionary Fighting Vehicle, Future Combat System, Global Hawk, Joint Air-to-Surface Strike Missile, Joint Strike Fighter, Joint Tactical Radio System, Littoral Combat Ship, Space-Based Infrared System, and Warfighter Information Network-Tactical. The paper describes the history of the eleven programs and the events, and decisions that led to cost growth are documented. The study uses the results to draw conclusions about the major reasons behind cost growth in Department of Defense acquisition programs, and develops recommendations to limit such growth in the future.
