Report on Defense Business Operations to the Congressional Defense Committees
Abstract
During the past decade, the federal government has taken several steps to rationalize its spending on information systems, with the goal of improving performance, reducing redundancy and realizing cost savings. The Office of Management and Budget and the Government Accountability Office both monitor information technology investments across the federal government to ensure progress and accountability in achieving that goal. Within the Department of Defense (DoD), modernizing the way information technology supports business operations is a key tenet of the Department?s initiatives to improve overall efficiency and effectiveness. One of the Department?s early initiatives was the development of the Business Enterprise Architecture (BEA), which helped to define common business requirements and structures. The BEA provides a blueprint for successful business transformation and continues to mature. The Department will release the BEA 6.0 in March 2009. In the Fiscal Year 2008 (FY08) Enterprise Transition Plan, the Department identified more than 100 target systems and initiatives for improving business effectiveness and efficiency. Figure 1-1 shows the FY08 investment in these target programs.
