VEBE: A Computer Model for Simulation of Conventional Weapons Effects in Urban Areas
Abstract
VEBE is a computer model developed by FOA for the simulation of conventional weapons effects in urban areas. The model is still under construction, but there already is an operational first version running. This first version also has been used in studies for the Swedish National Rescue Services Board (SRV). VEBE has been developed and used on a workstation, but there also is a PC version running. In a later version, the model will simulate other types of weapons effects and different types of manmade peacetime disasters such as vapor cloud explosions. VEBE can be used in studies of damage prevention and rescue activities and in the education of civil and military defence authorities at the central and local levels. VEBE makes it possible to use the map of a small town or a portion of a map of a major city as input. Once the objective of the weapon attack has been chosen, the computer helps the user choose the type of attack and the type of weapon used from a code menu. The program can handle both air attacks and surface combat. The computer program calculates the points at which weapons impact; the penetration of the weapons into buildings or the ground; and the damage resulting from blast, fragments, debris, and fire. The output data are the number of casualties (both dead and injured persons and the casualty cause), the number and severity of damaged buildings and shelters, the amount and location of debris, the limitations posed by craters and debris, damaged infrastructure systems (water, heat, electricity, and telephone) and fire growth as a function of time.
