MEU (SOC): Answer to the Most Likely Threat into the Twenty-First Century

Abstract

This paper examines the existing literature to determine whether the Marine Expeditionary Unit-Special Operations Capable (MEU (SOC)) program is appropriate for the anticipated challenges of the 21st century. Specifically, the paper examines the potential threats posed by Operations Other Than War (OOTW) and Low-Intensity Conflict for the MEU (SOC) in the Third World littorals. The credibility and capability of the MEU (SOC) are examined to determine the viability of the MEU (SOC) program as an appropriate countermeasure to the challenges of the most likely future threats. The areas of crisis response, power projection, force employment, and operational reach are examined in relation to MEU (SOC) operations in the Third World littorals. The author concludes that the MEU (SOC) program is appropriate for the challenges of the 21st century, but as the future threat grows in complexity, the areas of civilian-military relationships, MEU (SOC) structure, and strategic sealift will require enhancement.
