Abstract

This report is submitted in response to the reporting requirements of 10 U.S.C. 2222(i), as added by section 332 of Public Law 108-375, the Ronald W. Reagan National Defense Authorization Act (NDAA) for Fiscal Year 2005. It directs the Secretary of Defense to provide the Congressional Defense Committees with an annual report on the Department's business transformation efforts and compliance with the requirements of the law. The law directs that the report shall: "describe actions taken and planned for meeting the requirements of subsection (a); identify the number of defense business system modernizations so certified; identify any defense business system modernization with an obligation in excess of $1,000,000 during the preceding fiscal year that was not certified under subsection (a), and the reasons for the waiver; and discuss specific improvements in business operations and cost savings resulting from successful defense business systems modernization efforts." The report is to be submitted by March 15 of each year, from 2005 through 2009. This report addresses all of the relevant information regarding systems certification and investment control, as required under the law, as well as provides a general status update on the Department's business transformation efforts as a whole.
