Human Resources Task Group. Task 1: Human Capital Transformation
Abstract
This report represents the recommendations of the Defense Business Practice Implementation Board's (the "Board's") Human Resources Subcommittee for transforming human capital management in the Department of Defense civilian workforce. The report contains our recommendations for applying best practices from the private sector to transform the DoD's civilian workforce into a high-performing organization that supports the military force and the DoD mission. We focused our work and recommendations on civilian leadership, defined as those in the Senior Executive Service (SES) and equivalent political appointees in executive levels EX IV - V. We also included perspectives on General Service (GS) grades 12 through 15 because these are the feeder ranks from which the best performing and qualified people are developed for promotion into SES ranks.
