Recommendations and Proposed Strategic Plan: Water Sector Decontamination Priorities
Abstract
This report presents the recommendations of the Critical Infrastructure Partnership Advisory Council (CIPAC) Water Sector Decontamination Working Group. This Working Group was convened by the Water Sector Coordinating Council (SCC) and Government Coordinating Council (GCC) to develop a strategy and plan that supports priorities for water sector decontamination and recovery for the purpose of water security. The Working Group was composed of seven SCC representatives and seven GCC representatives. Five subject matter experts and eight representatives of the U.S. Environmental Protection Agency (EPA) also supported the Working Group in their discussions, but were not involved in decision making. The Working Group's charter established seven objectives to meet this goal: Identify decontamination issues and needs to support drinking water and wastewater utilities and other stakeholders; Prioritize the decontamination issues and needs, as related to water security; Provide recommendations to address the identified needs; Identify appropriate parties to implement these recommendations; Provide recommendations for EPA priorities in water sector decontamination and recovery; Identify data gaps related to decontamination of drinking water and wastewater systems needed to help restore systems to service; Develop a strategy for water sector decontamination that identifies directions and plans for the next 3 to 5 years. The Working Group identified 16 decontamination issue categories, and ranked these issue categories in order of priority.
