U.S. Army Corps of Engineers Civil Works Pittsburgh District Recovery Act Implementation

Abstract

Our objective was to determine whether the U.S. Army Corps of Engineers (USACE) Civil Works (CW) implemented Public Law 111-5, "American Recovery and Reinvestment Act of 2009" (Recovery Act), February 17, 2009, in accordance with the requirements in the Recovery Act and the Office of Management and Budget Memorandum M-09-15, "Updated Implementing Guidance for the American Recovery and Reinvestment Act of 2009," April 3, 2009. Specifically, our objective was to assess the planning, funding, project execution, and tracking and reporting of Recovery Act projects to ensure USACE CW efforts facilitated accountability and transparency. We nonstatistically selected three USACE Pittsburgh District projects for review: Emsworth Locks and Dams, Mahoning Creek Lake, and Upper Ohio Navigation Study. The three projects had several planned or already awarded contracts funded under the Recovery Act.
