A Cost-Benefit Analysis of the Landing Craft Air Cushion (LCAC) Selection System

Abstract

The purpose of this report is to document a cost-benefit analysis of the LCAC Selection System for Craftmasters and Engineers. A cost-benefit analysis for this selection system had not been conducted before and it seemed worthwhile to see if there was a cost justification for the continued use of this system. The analysis in this paper indicates an annual net savings somewhere in the range of no savings to $350,000. The best guess is an annual net savings of about $160,000. About 70% of the distribution is centered on the range of $60,000 to $260,000 net savings per year. Because the bulk of the distribution covers an expected cost benefit to the LCAC training commands, we recommend the continued usage of the LCAC Selection System to pre-filter candidates for training as Craftmasters and Engineers. Monitoring of the data and updates to the cost structure should be carried out periodically to determine if these savings can be expected to continue into the future.
