A Cultural Evolution

Abstract

Many recent commentaries on the state of Intelligence Community (IC) reform have focused on the provisions of the Intelligence Reform and Terrorism Protection Act of 2004 (IRTPA) and the organizational issues associated with the creation of the Director of National Intelligence (DNI). Government organizations in particular gravitate to these kinds of observable developments and demonstrations of authority as a measure of success or the lack thereof. I believe we need to focus more on cultural change--less observable and less measurable--but infinitely more important than whether the Central Intelligence Agency or the DNI is in charge of overseas intelligence operations. From my perspective, we have achieved significant cultural change since 2004.
