DOD, State, and USAID Obligated Over $17.7 Billion to About 7,000 Contractors and Other Entities for Afghanistan Reconstruction During Fiscal years 2007-2009

Abstract

Since 2001, Congress has appropriated about $55 billion for the purpose of reconstruction in Afghanistan. The vast majority of the funds were provided to DOD, State, and USAID. 4 Federal agencies may use a wide range of financial mechanisms, such as contracts, cooperative agreements, or grants, to fund activities not performed by agency direct-hire personnel. Agencies use contracts to acquire property or services for their direct benefit or the use of other government agencies or entities. Agencies use cooperative agreements and grants to provide funds and technical assistance to help a recipient, or implementing partner, accomplish its mission.
