COIN Manpower Ratios: Debunking the 10 to 1 Ratio and Surges

Abstract

This paper provides statistical data to prove that the 10 to 1 ratio is an invalid ratio; and thereby, the 10 to 1 ratio an invalid tool for analyzing and prescribing manpower for counterinsurgency operations. The data reveals a new ratio and draws conclusions on the relevance of prescribed force ratios for counterinsurgency.
