Report on Activities and Programs for Countering Proliferation and NBC Terrorism. Volume 1. Executive Summary

Abstract

This Report on Activities and Programs for Countering Proliferation and Nuclear, Biological, and Chemical (NBC) Terrorism provides the latest findings of the interagency Counterproliferation Program Review Committee (CPRC). The CPRC was chartered by Congress in 1994 to report on the activities and programs of the Department of Defense (DoD), the Department of Energy (DOE), and the Intelligence Community (IC) that address improvements in the U.S. Government's efforts to combat weapons of mass destruction (WMD) and their means of delivery. In 1997, Congress broadened the CPRC's responsibilities to review those research and development (R&D) activities and programs related to countering terrorists--nuclear, biological, and chemical threats. With the passage of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2008, Congress further broadened the scope of the CPRC by expanding its membership to include the Department of Homeland Security (DHS) and the Department of State (DOS), and by changing the IC's CPRC representative from the Director of Central Intelligence to the Director of National Intelligence (DNI). This report is the principal Executive Branch summary of activities and programs that provide technologies and capabilities to combat WMD. The term WMD used in this report refers to chemical, biological, radiological, and nuclear (CBRN) weapons that can kill large numbers of people and/or cause great damage to man-made structures, natural structures, or the biosphere in general. Other interagency committees or department-specific groups also publish related, but separate, reports on nonproliferation, arms control, and combating terrorism programs. The findings and recommendations of the CPRC's biennial review are presented in this, its 16th report to Congress.
