Recovery Act Hospital Alteration Project at Naval Air Station Jacksonville

Abstract

Our overall objective was to evaluate DoD's implementation of Public Law 111-5, "American Recovery and Reinvestment Act of 2009," February 17, 2009. Specifically, we reviewed the planning, funding, initial execution, and tracking and reporting of the Recovery Act hospital alteration project at Naval Air Station Jacksonville to determine whether the efforts of TRICARE Management Activity (TMA) and Naval Facilities Engineering Command (NAVFAC) South East (SE) complied with the Act's requirements, Office of Management and Budget (OMB) Memorandum M-09-10, "Initial Implementing Guidance for the American Recovery and Reinvestment Act of 2009," February 18, 2009, and subsequent related guidance. The Recovery Act and OMB guidance require projects to be monitored and reviewed. We grouped these requirements into the following four phases: (1) planning, (2) funding, (3) execution, and (4) tracking and reporting.
